Operational Principles of HAND:

• HAND should proceed through the auspices of the newly established steering committee as an
  “ad hoc” entity – there are no pressing needs to become more formalized at this time
• Should become a permanent, long-term entity and explore a more permanent organizational structure as it proceeds and operational demands require (perhaps becoming a not-for-profit organization at some point in the future)
  
• Should remain independent and private in its operation.
